This was MS attempt at being helpful by collecting "screenshots" or "snapshots" to show you things (and I quote the link above) "and jump back into what you have seen before on your PC." Much on the internet about this was wild, ranging from one end of the spectrum to the other citing legit helpful features to blatant data mining of your activity.

Some also cite information online saying your W11 computer doesn't have it if it was made before 18JUN2024, My computer was made before then, and somewhere along the lines, it gained the capability (probably after the initial Copilot release and subsequent updates for it happened). Either way, might wanna check this regularly to ensure it's not reinstalled with updates.

Disable Windows Recall
  1. Open Windows Settings
  2. Privacy & Security
  3. Recall & Snapshots
  4. Toggle "Save Snapshots" off
  5. Delete the Saved Snapshots
  6. Delete All
Uninstall Windows Recall
  1. Open Search, type in Turn Windows features on or off
  2. Select the same result as you typed in from the results
  3. Scroll down the list until you see Recall, and then uncheck it
    1. This process might take a minute or two
  4. Restart your computer when done
